Zoom is broken

Description

Tested in 7feeec6da90f475fea86cb0e43bfca37dcdfb828 and zooming in and out with mouse wheel does not center over the cursor.

Also zoom in and out via right and left clicks seems to drift too.

I assumed this was already a ticket but could not find it. If this is a duplicate please close.

Thanks, I don't think it's a duplicate. Ticket #521 mentions it but no new ticket was filed to cover it.

Fixes here may affect bug #639.
