Post JHotDraw incorporation none of the Tools work

Description

The tools no longer work. You can select them but can't do anything with them.

Curtis explained that events are being eaten by JHotDraw. Need to make a dummy tool that forwards events.

Curtis is fixing the event gobbling and doubling issues. He will also get probe tool working.

The broken tools include pan and zoom. I'm to tackle those later.

The tools are ostensibly working again. Zoom and probe still have some issues, but the problem with JHotDraw eating all events is fixed.
