IJ2 Zoom behavior a little different from IJ1

Description

Note that in IJ1 if you zoom in and out the image window resizes for a certain range of zooms. We don't do this in IJ2. Determine what is needed here.

According to Curtis this used to work. We used to repack but at some point it disappeared. It should be easy to get this done. Call init scale code again without recomputing zoom. Maybe need to call window redoWindowLayout. Can get window from display.
