Determine correct menu location for script options plugin

Description
Currently there is a Plugins > Script > Options plugin. It could just as easily be located in Edit > Options > Script. Determine the best place for it and move if necessary.

Apparently the only purpose of this plugin is to set kind of a default scripting language. I would like to get rid of this altogether: there should not be a need for this at all. Need to revisit this issue in the beta2 timeframe.

This has been "fixed" in https://github.com/imagej/imagej/commit/19f55d665effffb9ae7c2e1f5d9e1e3666370aa3: the plugin is thoroughly obsolete by now.
