Extend ImageJ's image metadata model

Description

ImageJ is used across a broad number of scientific disciplines, each with different requirements for image metadata. We would like to ensure that its metadata model is flexible enough to accommodate the variety, and standardizing across commonalities where feasible.

As a starting point, we will explore ways of linking the Bio-Formats metadata model for microscopy into ImageJ, though the goal is to provide a general mechanism for ImageJ to integrate with third party ontologies, schemas, etc.

In broad strokes, the answer to this ticket is SCIFIO:  http://scif.io/. It is a key component of ImageJ2, which generalizes the metadata model in a fully extensible way.
