Extraneous "There are no images open" popups

Description

ImageJ1 pops up an erroneous dialog reporting that "There are no images open" in some cases. Examples:

  • Choose File > New > Image... and then cancel the dialog.
  • Open a sample dataset, then choose File > Close.
