Get Open Recent menu working

Description
The "Open Recent" menu is not present in IJ2. We need to implement support for it.

A prototype of the Open Recent menu was added in 9f93277bfc40b903bd9cd1e472e85c71f79fc333, with various bugfixes and improvements in the next several commits. See the commit message for a list of problems and limitations.
