Legacy layer can corrupt C/Z axis ordering

Description

Use File :: Import :: BioFormats. Select the multi-channel-4d-series.ome.tiff file from the ome tiff sample data store. Notice the sliders are ordered Z,C,T. Run the Image::Scale IJ1 plugin. The returned data is displayed as C,Z,T. Changing the channel slider indeed changes the lut color but the image plane data thinks z is changing. Somewhere (in the legacy layer?) C & Z are getting incorrectly translated.
