Image Scale command harmonizes wrong

Description

On master
Open attached file
Change to slice number 3
Run Image Scale (0.5 x & y) and don't process all planes and don't create new window
Plane 3 looks correct scaled as does plane 2 unchanged.
But plane 1 went from all 57's to all 0's!

Note that this bug also happens in the scifio-cells branch of the harmonization code.
