Description
Create a shortcut (such as alt-k == Image > Type > 16-bit). Load boats and then press alt-k. Nothing happens. Tested with something very shortly before beta 5 within eclipse and also beta 4 as standalone app. We likely need a pure IJ2 implementation.

With commit 3b67e38331ac7c239a63a204e887d770c2f07fd4 a skeleton is in place for a pure ij2 implementation going forward. Moving actual implementation to a later milestone.

For beta 5 make a stub TODO plugin and blacklist the old one. Afterwards maybe move remaining tasks to beta 9(?).
