This is not really a question revolving around development of ImageJ, so a
better place to ask would be imagej at list.nih.gov, just for future
reference.

Usually the "Upload to Server" button is hidden, it is only visible when
you have specified upload information for at least one update site in the
"Manage update sites" dialog.
