I added a check for this situation:

https://github.com/imagej/imagej-updater/commit/b7b8bb8031657d39e727c41b41deae3d6323a59f

So now, instead of that cryptic error, ImageJ will warn that the installation
should be moved out of "C:\Program Files" to somewhere with write access.
