Looks like an issue with the Photo Monitoring plugin.

Not sure how you installed it, but that plugin requires the Sanselan library,
which from your exception appears not to be installed.

You can file an issue at:
  https://github.com/nedhorning/PhotoMonitoringPlugin/issues

In particular, you might mention that the plugin would be easier to use if it
were structured as an ImageJ update site: http://imagej.net/Update_Sites
