I agree with your assessment; it sounds like a bug in Bio-Formats itself.

So you'll have to bring this up with the Bio-Formats developers (OME team).
Their guide for bug reporting is:

You'll want to send an e-mail to the OME-Users mailing list:

They have their own ticketing system, so I'm going to close this issue for now.
If it turns out that there this is related to a problem in Fiji we can reopen
